The Sri Lanka army has organised a three-day seminar to examine issues as regards post-war recovery, rehabilitation and resettlement process.
Three key people involved in the post-war recovery process, namely External Affairs Minister Prof. G. L. Peiris, Presidential Secretary Lalith Weeratunga and Defence Secretary Gotabhaya Rajapaksa are scheduled to address the seminar.
The forum will begin tomorrow (Aug. 8) at Hotel Galadari with the participation of delegates from a number of countries.
Presidential Secretary Weeratunga is scheduled to discuss the progress in the implementation of the recommendations by the Lessons Learnt and Reconciliation Commission (LLRC) on the final day of the seminar.
In his keynote address on the opening day, Wednesday, Defence Secretary Gotabhaya Rajapaksa will explain the current situation in Sri Lanka after Army Commander Lt Gen. Jagath Jayasuriya’s address.
External Affairs Minister Prof. Peiris is scheduled to address the participants also on the first day as regards Northern Province resettlement and rehabilitation process. Jaffna Security Forces Commander Maj. Gen Mahinda Hathurusinghe and Maj. Gen. Kamal Gunaratne will examine the situation in the Jaffna peninsula and Wanni as regards reconstruction and resettlement, respectively.
Maj. Gen. G.S. Shergill will speak on Indian role in reconstruction and resettlement here, where as Brig. Gen. (retd.) Dr. Russel Howard of USA examine cooperation between civilian and military authorities.
The first day will end with Secretary to the Ministry of Rehabilitation Mrs. Imelda Sukumar speaking on – ‘Accelerated Reconstruction and Resettlement Program in the North.’
On the second day Maj. Gen. S. Ranasinghe will speak on ‘Rehabilitation of Ex-combatants’, Prof Arie Kruglanski (USA) on ‘LTTE De-radicalisation: Preliminary Findings’, Maj. Gen. (Retd.) Dr. M.D. Stone (USA) on ‘Best Practices and Guidelines for Rehabilitation and Reintegration’, Sir William Jeffrey (UK) on ‘Counter Insurgency and Post Conflict Settlement – Reflections on the British Experience’ and Lt. Gen. (Retd.) Asif Yasin Malik (Pakistan) on ‘Pakistan Experience in Rehabilitation and Reintegration’
Among those scheduled to address the confab on the third day are Minister Mahinda Samarasinghe MP on Reconciliation, Prof Rajiva Wijesinha M.P. on Reconciliation, Dr. Subramaniam Swami (India) on ‘The Essentials of Post Conflict Resolution and India’s Concerns’, James Robinson (USA) on ‘US Efforts in Afghanistan and Iraq’ and Central Bank Governor Ajith Nivard Cabraal on Reconciliation.
