{"id":6665,"date":"2019-06-20T10:41:40","date_gmt":"2019-06-20T10:41:40","guid":{"rendered":"http:\/\/globaltamilnews.net\/english\/?p=6665"},"modified":"2019-06-20T10:41:40","modified_gmt":"2019-06-20T10:41:40","slug":"un-declares-war-on-hate-speech-after-sri-lanka-violence","status":"publish","type":"post","link":"https:\/\/globaltamilnews.net\/english\/un-declares-war-on-hate-speech-after-sri-lanka-violence\/","title":{"rendered":"UN declares war on hate speech after Sri Lanka violence"},"content":{"rendered":"<p style=\"text-align: justify\">The United Nations has declared war on hate speech following violence in Sri Lanka and some other countries.<\/p>\n<p style=\"text-align: justify\">United Nations Secretary-General Ant\u00f3nio Guterres told Member States on Tuesday, that we all need to \u201cdo better at looking out for each other\u201d.<\/p>\n<p style=\"text-align: justify\">\u201cHate speech may have gained a foothold, but it is now on notice\u201d, Guterres said, launching the UN Strategy and Plan of Action on Hate Speech. \u201cWe will never stop confronting it\u201d.<\/p>\n<p style=\"text-align: justify\">While the strategy and action plan are new, it is also rooted in the need to respect the human rights of all, barring any discrimination.<\/p>\n<p style=\"text-align: justify\">The UN Charter was drafted after the world had witnessed genocide on an industrial scale, when hate speech against Jews, culminated in the Holocaust. Almost 75 years on, Guterres reminded delegates gathered at UN Headquarters in New York, that \u201cwe are in danger of forgetting this lesson\u201d.<\/p>\n<p style=\"text-align: justify\">\u201cAround the world, we see a groundswell of xenophobia, racism and intolerance, violent misogyny, anti-Semitism and anti-Muslim hatred\u201d he stated, noting that in some places, Christian communities were also being systematically attacked.<\/p>\n<p style=\"text-align: justify\">Moreover, \u201chateful and destructive views\u201d are amplified \u201cexponentially\u201d through digital technology and extremists are gathering online, radicalizing new recruits, according to the UN chief.<\/p>\n<p style=\"text-align: justify\">\u201cIn both liberal democracies and authoritarian regimes, some political leaders are bringing the hate-fueled ideas and language of these groups into the mainstream, normalizing them, coarsening the public discourse and weakening the social fabric\u201d, he spelled out.<\/p>\n<p style=\"text-align: justify\">Hate speech not only attacks human rights norms and principles, it also undermines social cohesion, erodes shared values and lays the foundation for violence \u2013 setting back the cause of peace, stability, sustainable development and the fulfillment of human rights for all.<\/p>\n<p style=\"text-align: justify\">Guterres dubbed hate speech a \u201cprecursor\u201d to the genocide in Rwanda, Bosnia, Cambodia and recent mass-violence directed at places of worship, in Sri Lanka, New Zealand and the United States.<\/p>\n<p style=\"text-align: justify\">The UN Strategy and Plan of Action provides a system-wide programme with the overriding objective of identifying, preventing and confronting hate speech, the Secretary-General said.<\/p>\n<p style=\"text-align: justify\">It targets \u201cthe root causes of hate speech, in line with my prevention vision\u201d, he said, pointing out that these include tackling violence, marginalization, discrimination, and poverty, as well as bolstering weak state institutions.<\/p>\n<p style=\"text-align: justify\">While many of these are being addressed in the 2030 Agenda for Sustainable Development, the new strategy goes further by recommending a coordinated response, such as identifying users of hate speech.<\/p>\n<p style=\"text-align: justify\">Secondly, the strategy aims to enable the UN to respond to \u201cthe impact of hate speech on societies\u201d, Mr. Guterres explained, including by bringing individuals and groups together who have opposing views; working with traditional and social media platforms; and developing communications guidance.<\/p>\n<p style=\"text-align: justify\">While digital technology has provided new areas for hate speech to thrive, the UN chief maintained that \u201cit can also help to monitor activity, target our response and build support for counter-narratives\u201d, such as in proposals made last week by his High-Level Panel on Digital Cooperation.<\/p>\n<p style=\"text-align: justify\">Addressing hate speech should never be confused with suppressing freedom of expression\u201d, he asserted, but instead keep it from \u201cescalating into something more dangerous, particularly incitement to discrimination, hostility and violence\u201d.<\/p>\n<p style=\"text-align: justify\">The Secretary-General urged everyone to treat hate speech \u201clike any other malicious act: by condemning it unconditionally;
