தமிழ் மக்களின் பிரச்சினைகளுக்கு அரசியல் தீர்வை வழங்கினால் நிச்சயமாக இலங்கையை ஆசியாவின் சொர்க்கமாக மாற்றலாம் என சர்வகட்சி மாநாட்டில் தர்மலிங்கம் சித்தார்த்தன் தெரிவித்துள்ளார்.
பல தசாப்தங்களாக நாட்டில் நிலவும் இன நெருக்கடியை, அடுத்தடுத்துவந்த அரசாங்கங்களின் கொள்கை, அணுகுமுறை மற்றும் தவறான நிர்வாகமே தற்போதைய பொருளாதார நெருக்கடிக்கு உண்மையான காரணம் என்றும் சுட்டிக்காட்டினார்.
சுயாட்சி அதிகாரத்திற்கான தமிழ் மக்களின் அபிலாசைக் கோரிக்கைக்கு முன்னதாகவே இலங்கையில் அனைத்து சமூகங்களாலும் ஏற்றுக்கொள்ளக்கூடிய ஒரு சிறந்த அரசியல் தீர்வை அடைந்திருக்க முடியும்.
குறிப்பாக 2009 ஆம் ஆண்டு விடுதலைப் புலிகளை தோற்கடித்த பின்னரும்கூட, தமிழ் மக்களின் மனதை வெல்வதற்கான எந்தவொரு ஆக்கபூர்வமான நடவடிக்கைகளையும் அரசாங்கங்கள் மேற்கொள்ளவில்லை என்றும் தர்மலிங்கம் சித்தார்த்தன் தெரிவித்தார்.
இதேவேளை கடந்த காலத்தில் மஹிந்த ராஜபகஸ வழங்கிய வாக்குறுதிகளை நிறைவேற்றி இருந்தால் புலம்பெயர்ந்த தமிழ் மக்களிடமிருந்து இன்னும் அதிகமான முதலீட்டாளர்களை அவர்கள் ஈர்த்திருக்க முடியும்.
தவிரவும் இலங்கையில் முதலீடு செய்ய ஆர்வத்துடன் வந்த புலம்பெயர் தமிழர்கள் மத்தியிலும் கடுமையான விதிமுறைகளைக் கடந்து அரசாங்கத்தின் சிங்கள அதிகாரிகளிடம் அனுமதி பெறுவது மிகவும் கடினமாக இருந்தது என்றும் சித்தார்த்தன் தெரிவித்தார்.
நீண்ட கால அபிலாசையை பூர்த்தி செய்யக்கூடிய ஒரு நிரந்தர தீர்வை எட்டும்வரை அல்லது குரைந்தபட்சம் 13 வது திருத்தத்தை முழுவதுமாக செயற்படுத்தினால் மட்டுமே தற்போதைய பொருளாதார அவலநிலையில் இருந்து நமது நாட்டை மீட்க முடியும் என்றும் அவர் குறிப்பிட்டார்.

மாண்புமிகு ஜனாதிபதி அவர்களே,
நாட்டின் நிலைமையைப் பற்றி ஆழமான பொருளாதாரப் பகுப்பாய்வைச் செய்தால், நாட்டின் தற்போதைய பொருளாதார அவலத்திற்கு கோவிட் பெருந்தொற்று மாத்திரம் காரணம் அல்ல என்பதை நீங்கள் தெளிவாகக் காணலாம்.
பல தசாப்தங்களாக நாட்டில் நிலவும் இன நெருக்கடியை, அடுத்தடுத்து வந்த அரசாங்கங்களின் கொள்கை, அணுகுமுறை மற்றும் தவறான நிர்வாகக் கையாளுகையே தற்போதைய பொருளாதார நெருக்கடிக்கு உண்மையான காரணமாகும்.
சுயாட்சி அதிகாரத்திற்கான தமிழ் மக்களின் அபிலாசைக் கோரிக்கைக்கு முன்னதாகவே எமது நாட்டின் அனைத்து சமூகங்களாலும் ஏற்றுக்கொள்ளக்கூடிய ஒரு சிறந்த அரசியல் தீர்வை அடைந்திருக்க முடியும்.
எவ்வாறாயினும், சிங்கள பௌத்த மேலாதிக்கத்தின் சித்தாந்தத்தால் உந்தப்பட்ட அரசாங்கங்கள் அரசியல் பிரச்சினைக்கு இராணுவ தீர்வையே தேர்ந்தெடுத்தன. உண்மையில், அதுவே இன்றைய பேரழிவுகரமான கடன் நெருக்கடிக்குள் நம் நாட்டைத் தள்ளிவிட்டுள்ளது.
நீங்கள் வரலாற்றை ஆழமாக ஆராய்ந்தால், பல தசாப்தங்களாக சிங்கள பௌத்த பெரும்பான்மை சித்தாந்தத்துடன் நடாத்தப்பட்ட யுத்தமானது இன்று எமது நாட்டின் அனைத்து சமூக மக்களினதும் தோள்களில் ஒட்டுமொத்த பொருளாதாரச் சுமையையும் சுமத்தியுள்ளது.
2009 ஆம் ஆண்டு விடுதலைப் புலிகளை தோற்கடித்த பின்னருங்கூட, தமிழ் மக்களின் மனதை வெல்வதற்கான எந்தவொரு ஆக்கபூர்வமான நடவடிக்கைகளையும் தொடர்ந்து வந்த எமது நாட்டு அரசாங்கங்கள் மேற்கொள்ளவில்லை. மாறாக நீங்கள் பாதுகாப்புச் செயலாளராக செயற்பட்ட அப்போதைய அரசாங்கம், தமிழ் மக்களை யுத்தத்தில் வெற்றிகொண்டுவிட்டோம் என்கின்ற மனப்பான்மையுடன் தொடர்ந்தும் எமது நாட்டை ஆட்சி செய்து தமிழ் மக்களை அந்நியப்படுத்தியது. அதுவே, அந்நேரத்தில் பெரும் ஆற்றலையும் விருப்பத்தையும் கொண்டிருந்த புலம்பெயர்ந்த தமிழர்கள் நம் நாட்டின் பொருளாதாரத்திற்கு பங்களிப்பதை தடுத்திருத்தது.
2009 இல் போரை முடிவுக்குக் கொண்டுவந்த அடுத்த ஐந்து ஆண்டுகளுக்குள் எவ்வளவோ விடயங்களைச் செய்திருக்கலாம். 13ஆவது அரசியலமைப்புத் திருத்தத்திற்கு அப்பால் சென்று தமிழ் மக்களின் அபிலாசைகளை நிறைவேற்றும் வகையிலான அரசியல் தீர்வொன்றை நாட்டில் உள்ள அனைத்து சமூகங்களாலும் ஏற்றுக்கொள்ளக் கூடியவகையில் காணப் போவதாக முன்னாள் ஜனாதிபதி மஹிந்த ராஜபக்ஷ தமிழ் மக்களுக்கும் ஐக்கிய நாடுகள் சபையின் செயலர் உட்பட பல்வேறு சர்வதேச தலைவர்களுக்கும் உறுதியளித்திருந்தார். அவர் அதனைச் செய்திருந்தால், புலம்பெயர்ந்த தமிழ் மக்களிடமிருந்து இன்னும் அதிகமான முதலீட்டாளர்களை ஈர்த்திருப்பார்.
முன்னாள் ஜனாதிபதி மஹிந்த ராஜபக்ஷ நாட்டின் மிக சக்திவாய்ந்த மனிதராக இருந்தபொழுது, அரசியல் தீர்வுக்கான சாத்தியமான யோசனையாக முன்னாள் ஜனாதிபதி சந்திரிகா பண்டாரநாயக்க குமாரணதுங்கவினால் முன்மொழியப்பட்ட பிராந்தியங்களின் ஒன்றியம் என்கின்ற ஓர் அரசியல் தீர்வு இருந்தது. அதனை இந்த நாட்டு மக்களின் பேராதரவினைப் பெற்றிருந்த மஹிந்த ராஜபக்ஷ இலகுவாக அமுல்படுத்தியிருக்கலாம். அவர் வாக்குறுதியளித்தபடி 13வது திருத்தத்திற்கு அப்பால் சென்று தீர்வு காண விரும்பாவிட்டாலும், குறைந்தபட்சம் 13வது திருத்த வரைபை, அதன் ஆரம்ப அசல் வடிவிலேயே முழுமையாக நடைமுறைப்படுத்தியிருக்க முடியும். ஆனால், அதற்கான துணிவு அவருக்கு இருக்கவில்லை.
நாட்டில் முதலீடு செய்வதற்கு பெரும் ஆற்றலுடன் இருந்த புலம்பெயர்ந்த தமிழர்கள், தமிழ் மக்களுக்கு உரிய இடத்தினை வழங்க அரசாங்கம் முன்வராததால் விலகி நிற்க முனைந்தனர்.
இதற்கிடையில், எமது நாட்டில் முதலீடு செய்ய ஆர்வத்துடன் வந்த புலம்பெயர் தமிழர்கள் மத்தியிலும் கடுமையான விதிமுறைகளைக் கடந்து அரசாங்கத்தின் சிங்கள அதிகாரிகளிடம் அனுமதி பெறுவது மிகவும் கடினமாக இருந்தது. அரசாங்கத்தின் நடவடிக்கைகளால் மேம்படுத்தப்பட்ட இந்த அதிகாரிகளின் சிங்கள பௌத்த பெரும்பான்மை மனோநிலை, அந்த முதலீட்டாளர்களின் பெரும் உற்சாகத்தை பாரிய அளவில் சிதைத்துவிட்டது. முதலீட்டாளர்கள் மீது சுமத்தப்பட்ட தாங்க முடியாத மற்றும் சட்டத்திற்குப் புறம்பான சுமைகள் அவர்கள் தங்கள் பணத்தை எடுத்துக்கொண்டு அவர்கள் வசிக்கும் நாடுகளுக்குத் திரும்பிச் செல்ல வேண்டிய நிர்பந்தத்தை ஏற்படுத்தியது என்பதை நான் உங்களுக்குச் கூறமுடியும். சில முதலீட்டாளர்கள் நாட்டின் தென்பகுதியிலேயே முதலீடு செய்யுமாறு கேட்டுக் கொள்ளப்பட்டனர். தனிப்பட்ட முறையில், இதுபோன்ற சில சம்பவங்களை நான் அறிவேன். மேலும் இதுபோன்ற பல சம்பவங்கள்பற்றி; எனக்குத் தெரிவிக்கப்பட்டுள்ளது.
இந்தப் பின்னணியில் தமிழ் மக்களின் சுயநிர்ணய ஆட்சிமுறை என்கின்ற நீண்ட கால அபிலாசையை பூர்த்தி செய்யக்கூடிய ஒரு நிரந்தர தீர்வை எட்டும்வரை, ஒரே நாட்டிற்குள் அரசியல் தீர்வு காண்பதற்கான பரிந்துரையாக குறைந்தபட்சம் ஏற்கனவே அரசியலமைப்பில் உள்ள அரசியலமைப்பின் 13 வது திருத்தத்தை அதன் ஆரம்ப வடிவிலேயே, முழுவதுமாக செயல்படுத்துமாறு எமது கட்சியின் சார்பில் பரிந்துரைக்க விரும்புகிறேன்.
இத்தகைய நடவடிக்கை ஒன்று மாத்திரமே தற்போதைய பொருளாதார அவலநிலையில் இருந்து நமது நாட்டை மீட்பதற்கான ஒரே வழியென நான் திடமாக நம்புகின்றேன்.
தமிழ் மக்களின் பிரச்சினைகளுக்கு இணக்கமான அரசியல் தீர்வைக் கண்டறிவது நிச்சயமாக எமது நாட்டை ஆசியாவின் சொர்க்கமாக மாற்றும் என்பதையும் நான் தங்களின் கவனத்திற்கு கொண்டுவர விளைகிறேன்.

Your Excellency,
If you do a deep economic analysis on the status of the country, you will clearly find it that it is not only the Covid is the reason for the current economic plight of this country. It is, the successive governments’ policy, approach and mismanagement of the decades old Tamil National problem of the country.
A just political solution, which is acceptable as a reasonable solution, could’ve been amicably found long ago for the Tamil people’s demand for a self-rule; however, driven by the ideology of Sinhala Buddhist supremacy, the successive governments had chosen to find a military solution for the political problem. In fact, that was what has plunged our country into today’s disastrous debt and economic crisis.
If you deeply look into the history, the war which had been conducted for decades with a Sinhala Buddhist majoritarian ideology has now put the entire economic burden of the war, on the shoulders of the peoples of our country.
Even, after defeating the LTTE in 2009, the then government of our country had failed to take any constructive measures towards winning the hearts and minds of the Tamil people. Instead, the then government, in which your excellency were also functioning as the Secretary to Defense, continued to rule our country with a victorious mindset over the Tamil people and alienated them. That was the one, had actually prevented the Tamil diaspora, which had a huge potential and willingness at that time, from contributing towards our country’s economy.
So much could’ve been done, within the next five years after ending the war in 2009:
President Mahinda Rajapaksa had promised to the Tamil people and to various international leaders including the UN Secretary General, that he would go beyond the 13th Amendment to the Constitution to find a political solution that would meet the aspirations of the Tamil people, while acceptable by all the communities in the country. Had he done that, would have attracted much more investors from the Tamil diaspora and international investors.
There was already a potential proposal for the political solution that President Mahinda Rajapaksa could’ve considered implementing, when he was the most powerful man in the country, who enjoyed the highest popular support of the Sinhala people as well: The Union of Regions, proposed by former president Chandrika Kumaranadunga Bandaranayake.
Even if he didn’t want to go beyond the 13th Amendment to find a solution as he promised, he could’ve at least implemented the 13 Amendment in its original full form. However, he did not have the courage to do so.
Tamil diaspora, which was with a huge potential to invest in the country, tend to stay away, when it saw no willingness from the government to accommodate Tamil people.
Meanwhile, among those diasporas, Tamils who came with an interest to invest in our country also found it extremely difficult to pass through the red-tapes and get permissions from Sinhala officers of the government. The Sinhala Buddhist majoritarian mentality of these officers, which was enhanced by the actions of the government, had destroyed the interest of those potential investors in a very big way. I can tell you that unbearable and unlawful burdens put on the investors had forced them to go back to their residing countries. Personally, I know of few such incidents and I have been informed of several other as well. Some potential investors were asked by these officers to invest their funds in Southern part of the country.
In this backdrop – on behalf of our party, I would like to submit a recommendation to find a political solution for the Tamil people’s long-term demand for self-rule, within one country. At least, implement the 13th Amendment to the constitution in its original full form, which is already in the constitution, until a long-lasting solution is found.
I can very clearly tell you, your Excellency, that such a move is the only way to rescue our country from the current economic plight. I can also assure you, that finding an amicable political solution to the Tamil people’s aspiration will definitely make our country the Paradise of Asia.
