இன்றைய நாள் வடமாகாண சபையின் செயற்பாடுகளில் முக்கியமான ஒரு நிகழ்வை ஆரம்பித்து வைக்கின்ற ஒரு சிறந்த நாளாக பதிவு செய்யப்படக்கூடியது. இலங்கையின் வடபகுதியில் உள்ள தீவுகளுள் கூடிய நிலப்பரப்பைக் கொண்டதும் குடாநாட்டில் இருந்து எட்டுக் கடல் மைல்கள் தொலைவில் அதாவது 11 KM தொலைவில் உள்ளதுமான நெடுந்தீவு தூப கற்பத்திற்கு மிகப் பாதுகாப்பான பயணத்தை மேற்கொள்ளக்கூடிய ஒரு கப்பல் சேவையை இன்று ஆரம்பித்து வைப்பதான கைங்கரியத்தில் கலந்து கொள்ளவதில் நான் மிகவும் மனமகிழ்வடைகின்றேன்.
நெல்சிப் திட்டத்தின் கீழ் நெடுந்தீவிற்கான அபிவிருத்திப் பணிகள் தொடர்பாக மக்கள் அபிப்பிராயம் பெறப்பட்ட போது அவர்களின் முதலாவது தேவையாக நெடுந்தீவிற்கும் குறிக்கட்டுவானுக்கும் இடையே பயணம் செய்யக்கூடிய ஒரு பாதுகாப்பான படகுச் சேவைக்கான தீர்மானம் 13.02.2012இல் முன்மொழியப்பட்டதுடன் இத் தீர்மானம் 20.03.2012இல் எழுத்து மூல தீர்மானமாக நெடுந்தீவு பிரதேச சபை செயலாளரினால் முன்வைக்கப்பட்டிருந்தது. இதன் அடிப்படையில் புதிய கப்பல் ஒன்றை நெல்சிப் திட்டத்தின் ஊடாக அமைப்பதற்கு உலக வங்கி 30 மில்லியன் ரூபா நிதியை வழங்க முன்வந்ததுடன் இவ்வாறு அமைக்கப்படவிருக்கின்ற கப்பல் சர்வதேச நியமத்திற்கு ஒப்பான தரமானதாக அமைந்திருத்தல் வேண்டும் என்ற ஒரு நிபந்தனையையும் விதித்திருந்தது.

அதற்கமைவாக ஒரு கப்பலைத் தயாரிப்பதற்கான கூறு விலைகள் கோரப்பட்ட போது 03 கம்பனிகள் அவற்றிற்கான கூறு விலைகளை சமர்ப்பித்த போதும் அவற்றின் பெறுமதி 120 மில்லியன்களுக்கு மேம்பட்டவையாக இருந்தமையால் அத்திட்டத்தை உடனடியாக நடைமுறைப்படுத்த முடியாது போய்விட்டது. எனினும் பொருளாதார அபிவிருத்தித் திட்டத்தின் கீழ் அவுஸ்திரேலிய அரசாங்கம் 100 மில்லியன் ரூபாக்களை நெல்சிப் அபிவிருத்திக்காக வழங்கிய நிலையில் 150 மில்லியன் ரூபா செலவில் அதாவது உலக வங்கி மற்றும் அவுஸ்திரேலிய அரசாங்கம் ஆகியவற்றின் உதவியுடன் இக்கப்பல் கட்டும் பணி ஆரம்பிக்கப்பட்டது.
இக் கப்பல் கட்டுவதற்கு முன்பதாக இக்கடலின் ஆழம், நீரோட்டத்தின் தன்மை, அலைகளின் வலிமை, அவற்றினால் ஏற்படக் கூடிய தாக்கங்கள் ஆகியவற்றை அளவீடு செய்கின்ற Bathymetric Survey என அழைக்கப்படும் நீரியல் ஆய்வு சுமார் 0.85 மில்லியன் ரூபாய் செலவில் மேற்கொள்ளப்பட்ட போது உருக்குத் தகடுகளால் ஆக்கப்பட்டவையே இக் கடலுக்கான கப்பல்களுக்கு உகந்தது என்ற அறிக்கையை நாறா நிறுவனம் எமக்கு வழங்கியிருந்தது. அதன் அடிப்படையில் உருக்குத்தகடுகளால் கப்பல்களை அமைக்கின்ற ஒரே ஒரு நிறுவனமாக விளங்கும் கொழும்பு டொக்யார்ட் நிறுவனத்திடம் இருந்து இக்கப்பலை நேரடிக் கொள்வனவு முறையில் கொள்வனவு செய்வதற்கு ஆயத்தங்கள் மேற்கொண்ட போது ஓய்வுபெற்ற கடல் சார் பொறியியலாளர் திரு.கே.குமாரநாயகம் அவர்களின் உதவி எமக்கு கிடைக்கப் பெற்றது.
இவ்வாறான அனைத்து உதவிகளுடனும் புதிய கப்பலை கட்டுவதற்கான ஒப்பந்தம் 08.04.2016இல் கைச்சாத்திடப்பட்டு வேலை தொடங்கப்படினும் அடித்தளம் அமைக்கின்ற வேலை 07.06.2016இல் ஆரம்பித்து வைக்கப்பட்டது. 08 மாத காலத்திற்குள் இக் கப்பலின் அமைப்புப் பணிகள் நிறைவுறுத்தப்படுவதாக ஒப்பந்தம் கைசாத்திடப்பட்ட போதும் இடையில் ஏற்பட்ட கடுமையான மழையின் காரணமாக இவ் வேலை 02 கிழமைகள் தாமதமாக நிறைவேற்றி வைக்கப்பட்டுள்ளது. இக் கப்பலை இயக்குவதற்கான ஆறு கப்பல் மாலுமிகள் தேர்ந்தெடுக்கப்பட்டு அவர்களுக்கு

2. Elementary First Aid
3. Fire Prevention and Fire Fighting
4. Personal Survival Techniques
ஆகிய நான்கு துறைகளிலும் பயிற்சி அளிக்கப்பட்டுள்ளதோடு இவர்களுக்கான விஷேட பயிற்சிகளை வழங்குவதற்காக டொக் யார்ட் நிறுவனத்தில் இருந்து 06 கப்பல் மாலுமிகளும் இன்னும் காரைநகர் கடற்படையின் கட்டளைத் தளபதியும் இவர்களுக்கான உதவிகளை வழங்க முன்வந்திருக்கின்றார்கள் என அறிகின்றேன்.
இக் கப்பலின் இன்றைய கன்னிப் பயணத்தின் போது இக் கப்பலை அமைப்பதற்கு உதவி ஒத்தாசைகள் வழங்கிய அனைவருக்கும் தனித்தனியாக எனது நன்றி அறிதல்களை தெரிவித்துக்கொள்ள விரும்புகிறேன்.
முதலாவதாக இக்கப்பலை அமைப்பதற்கு 100 மில்லியன் ரூபா நிதியுதவியை வழங்கிய அவுஸ்திரேலிய அரசாங்கத்திற்கு எமது மனமார்ந்த நன்றிகளை கௌரவத்திற்குரிய அவுஸ்திரேலிய நாட்டின் இலங்கைக்கான தூதுவர் ஊடாக அறியத்தருவதில் மகிழ்வடைகின்றேன்.
அடுத்ததாக 50 மில்லியன் ரூபா நிதியுதவியை வழங்கிய உலக வங்கி நிறுவனத்திற்கு எனது மனமார்ந்த நன்றிகள் உரித்தாகுக.
மேலும் இக்கப்பல் கட்டுமானப் பணிகளை மேற்கொள்வதற்கு சகல உதவிகளையும் வழங்கிய உள்ளூராட்சி மற்றும் மாகாண சபைகளுக்கான அமைச்சர் கௌரவ முஸ்தபா அவர்களுக்கும் எனது மனமார்ந்த நன்றிகளைத் தெரிவித்துக் கொள்கின்றேன்.
மேலும் இக்கப்பலின் கட்டுமானப் பணிகளை மிகக் குறுகிய கால இடைவெளியில் அதாவது 8 மாத காலப்பகுதியில் திறம்பட நிறைவேற்றித் தந்த டொக் யார்ட் நிறுவனத்திற்கு எனது மனமார்ந்த பாராட்டுக்கள்.
அடுத்ததாக இக்கப்பல் கட்டுமானப் பணிக்கு வேண்டிய தொழில்நுட்ப உதவிகளை வழங்கிய நாறா நிறுவனத்திற்கும் கடல் சம்பந்தமான பொறியியல் அறிவுகளை எம்முடன் பகிர்ந்து கொண்ட திரு.கே.குமாரநாயகம் (ஆயசiநெ நுபெiநெநச) அவர்களுக்கும் எனது மனமார்ந்த நன்றிகளை தெரிவித்துக் கொள்கிறேன்.
இவை அனைத்திற்கும் மேலாக இக்கப்பல் கட்டுமானப் பணியில் தங்களது பொன்னான நேரங்களை செலவு செய்து இக்கட்டுமானப் பணிகள் மிகக் குறுகிய காலத்தில் நிறைவடைவதற்கு பல வழிகளிலும் ஒத்துழைப்பு நல்கிய அனைத்து உத்தியோகத்தர்கள் மற்றும் நலன்விரும்பிகளுக்கும் எனது மனமார்ந்த நன்றிகளைத் தெரிவிப்பதுடன் நீண்ட காலமாக கிட்டத்தட்ட 50 வருடங்களுக்கு மேலாக பாதுகாப்பானதும் அமைதியானதுமான பயண வசதிகள் இன்றி அல்லல் உற்ற நெடுந்தீவு மக்களுக்கு வடமாகாண சபையின் எமது ஆட்சிக்காலத்தில் இவ்வாறானதொரு சிறந்த கப்பலைப் பெற்றுக் கொடுக்க அருள்புரிந்த இறைவனுக்கும் எனது மனமார்ந்த நன்றிகளை தெரிவித்து எனது உரையின் சாராம்சத்தை ஆங்கிலத்தில் கூற விழைகின்றேன்.
Hon’ Governor Northern Province, Hon’ Faiszer Musthapha Minister of Provincial Government & Local Government, Your Excellency Bryce Hutchesson, High Commissioner for Australia in Sri Lanka, First Secretary of the High Commission for Australia in Sri Lanka, Officials of the World Bank, Chief Secretary of the Northern Province, Distinguished Guests, my dear brothers and sisters,
I have great pleasure in associating myself in the Launching of ‘Neduntharakai’ boat. We are inaugurating a passenger boat service between Kurikkadduvan and Delft which is the biggest of all Islands in the Northern Province. The distance between the Island of Delft and Kurikkadduvan is about 08 nautical miles which is about 11 Km on land. This event is significant to the Northern Provincial Council as remarkable in its annals.
When an opinion was sought from the people of Delft on the development activities to be taken forward under the NELSIP funding, the Pradhesiya Sabha, Delft forwarded a proposal for the provision of a safe travel boat on 13.02.2012.Subsequently the Pradhesiya Sabha took a firm decision on 20.03.2012 in this regard.

Accordingly it was decided to build a passenger boat under the NELSIP funding. World Bank, in the first instance, came forward to contribute Rs. 30 Mn on condition that the boat should conform to international standards. Following the World Bank contribution, tenders were called for and three companies sent in their applications. Since their bids were over 120 Mn each, building of this boat had to be in abeyance for some time. Thereafter the Government of Australia came to our rescue by offering Rs.100 Mn. to the NELSIP funding. With this magnanimous gesture of the Australian Government with the contribution of the balance by the World Bank the project commenced.
To assess the damages that may be caused by rough sea tides to the boat, ‘Bathymetric’ survey was carried out as a precautionary measure at a cost of 0.85 Mn by NARA. The report recommended the use of steel iron sheets in the construction of the Boat. Thus an Agreement was entered into with Colombo Dockyard Company on 08.04.2016 to complete the task within 08 months. The company successfully completed their assignment and the boat is ready to undertake its maiden voyage from Kurikkadduvan to Delft. Six crew members recruited before hand were given special training by the Dockyard and the Sri Lankan Navy. We thank Rear Admiral K.K.V.P.H. De Silva Commander of Northern Region for imparting such a course of training to the crew members.
I take this opportunity to thank wholeheartedly everyone who contributed towards this venture to make it a reality. We are indebted to the Australian Government and the World Bank and we wholeheartedly thank them. We thank Hon’ Minister Faizer Musthapha, Minister for Provincial Council & Local Government for assistance rendered in all respect towards our efforts. I have had a fruitful meeting with the Honourable Minister last evening relating many Provincial matters and his candidness and his readiness to help us was a strength to us. We also thank Marine Engineer Mr.K.Kumaranayakam and NARA for sharing with us their Technical and Engineering expertise and knowledge.

Finally let me thank on behalf of the Northern Provincial Council all those who contributed their mite towards the provision of this passenger launch to the people of Delft who have been undergoing immense hardships in traveling between the Island of Delft and the main land for the past fifty years or so.
I was impressed by the invitation card sent to me. Though Centre of place is given to Sinhala, Tamil language finds precedence. Often Central Government Ministries give importance to Sinhala in such invitation cards. Though a very small matter the importance given to the language of our Province is heartening to us. I thank the organisers for that and conclude my speech wishing good luck, health and happiness to every one present here today.
