கடந்த சனிக்கிழமை நடைபயணம் முடிவுற்ற அன்று அலுவலக நாள் இல்லாத காரணத்தால் அனுராதபுரத்தில் உள்ள ஐ.நா அலுவலகத்தில் மகஜரை கையளிக்க முடியவில்லை இதன் காரணமாக இன்றைய தினம் 15 10 2018 திங்கட்கிழமை மாலை 4.00 மணியளவில் யாழ் நாவலர் வீதியில் அமைந்துள்ள ஐ.நா அலுவலகத்தில் மகஜர் கையளிக்கப்பட்டது.
குறித்த மகஜரில் தெரிவிக்கப்பட்டுள்ளதாவது,

யாழ்ப்பாண பல்கலைக்கழகத்திலிருந்து அநுராதபுரம் வரையான நடைப்பயணம்
மனிதகுலவரலாற்றின் பரிணாமம் என்பது, காலத்திற்குக்காலம் அதன் அடிப்படை உரிமைகள் சார்ந்த விடயங்களை மதிக்கின்ற, அவற்றைப்பாதுகாக்கின்ற செயற்பாடுகளில் பெரும் அக்கறையோடும், அறிவார்ந்தும் செயல்படுவதன்மூலமாகவே, மனிதசமூகம் பாரிய வளர்ச்சிநிலையைக் கண்டிருக்கின்றது.
உலகம் என்ற ஒற்றைச் சொல்லில் பல நாடுகளும், அந்நாடுகளின் தனித்துவமான இன அடையாளங்களுடன் வாழக்கூடிய இறையாண்மையுள்ள மக்களினதும் ஒன்றுபட்ட கூட்டாகவே அவரவர் உரிமைகள் பெரிதும் மதிக்கப்படுகின்றன. இத்தகைய நிலைகளைச் சீர்தூக்கிப்பார்க்கின்ற, தனிமனித உரிமைகளிலும் அவற்றின் முன்னேற்றங்களிலும் அக்கறைகொண்ட நாடுகளால்தான் தமது வளர்ச்சிப்பாதையில் பெரும் முன்னேற்றகரமாச் செயற்பட முடிகின்றன. அவ்வாறு முடியாத நாடுகளினாலும் அதன் அரசுகளினாலும் எந்தவிதமான முன்னேற்றம் மற்றும் வளர்ச்சிபற்றியும் சிந்திக்கக்கூட முடியாது.
இத்தகைய நடைமுறை உண்மைநிலை இவ்வாறிருக்க, இலங்கையானது பிரித்தானிய ஏகாதிபத்தியத்திலிருந்து தன்னை முற்றாக விடுவித்துக்கொண்டு சுதந்திரமடைந்த காலப்பகுதியிலிருந்து இலங்கைச் சனநாயக சோசலிச குடியாட்சி முறைமையின்கீழ் செயற்பட்டபோதிலும், தமக்கெனத் தனித்துவமான இறையாண்மையைக்கொண்ட சிறுபான்மையினர்களின் அடிப்படையுரிமைகள், பெரும்பான்மைச்சமூகத்தவர்களால் ஏற்றுக்கொள்ளப்படாமல், புறக்கணிப்புக்குள்ளாக்கப்பட்டமையானது தமிழர், சிங்களவர் ஆகிய இனங்களுக்கிடையிலான முரண்பாடுகளைக் கட்டிவளர்க்க வழியமைத்தன என்பதே மறுக்கமுடியாத உண்மை. மேலும், ஆட்சி அதிகாரங்களைத் தமக்குச் சார்பாகப் பெருபான்மையினரால் அமைக்கப்பட்டு அதனையே தமது பேரினவாத போக்கிற்குச் சாதகமாக்கிக்கொள்ளவும் முனைந்துவந்துள்ளனர். அவ்வாறான முறைசாரா அதிகாரத்தினூடாக பாராபட்சமான சட்ட நடைமுறைகள் திணிக்கப்பட்டு சிறுபான்மைத் தமிழர்களின் உரிமைகள் இன்றுவரை ஒடுக்கப்படுகின்றன.
இதற்கு இன்றுவரை உயிருள்ள மாபெரும் சாட்சியமாக இருக்கின்ற விடயமே தமிழ் அரசியல் கைதிகள் விவகாரமாகும். சிறைகளிலே எவ்வித காரணங்களும் அறியாமல், அல்லது தெரிவிக்கப்படாமல் அரச அதிகார ஆட்சியாளர்களுக்கும் நன்கு தெரிந்த வகையில் நீதிக்குப்புறம்பாக சிறைவைக்கப்பட்டிருக்கும் தமிழ் அரசியல் கைதிகளின் விடயமானது ஐக்கிய நாடுகள் சபையின் அரசியல் கைதிகளின் சட்ட நடைமுறைக்கு முற்றிலும் முரணானது. போர் முடிவுக்கு வந்ததாக இதே அரச ஆட்சியாளர்களால் அறிவிக்கப்பட்டு இற்றைக்கு ஒரு தசாப்தத்தை அண்மித்திருந்தபோதிலும், அடிப்படை உரிமைகள் தொடர்பான நடைமுறையில் எவ்விதமான மாற்றங்களுமில்லாத வாழ்வுநிலையிலேயே தமிழர்கள் இன்றும் அவலங்களைச் சுமக்கின்றனர்.
இதனிடையே, நம்பகமாக வாக்குறுதிகளை வழங்கி, தமது அதிகாரங்களைத் தமிழர்களின் துணைக்கோடலுடன் அமைத்துக்கொண்ட ‘நல்லாட்சி’ எனும் நடைமுறையரசின் பாராமுகம், இவ்விவகாரத்தில் நம்பகத்தன்மையை இழந்துள்ளதோடு, மாறாக பெரும்பான்மை இனத்தவர்களின் ஆட்சி அதிகாரம் மீதான சந்தேகங்களையுமே தமிழர்களிடம் மீண்டும் மீண்டும் வலுவடையச்செய்திருக்கின்றன.
அரச இராணுவத்தினரால் இழைக்கப்பட்ட போர்க்குற்றங்களை மறைப்பதற்காக, ஐக்கிய நாடுகள் சபைவரை சென்று குரல்கொடுக்கத் துணிந்த அரச அதிபரினால், தங்களது தேசத்திலுள்ள சிறைகளில் அடைத்துவைக்கப்பட்டிருக்கும் தமிழ் அரசியல் கைதிகள் விடயத்தில் எவ்வாறு பாரமுகமாகச் செயற்படமுடிகின்றது? குறிப்பாக, தமிழர்களுக்கு அநீதி இழைத்து, கொடிய போரைவழிநடத்திய இராணுவத் தளபதிக்குகூட ஜனாதிபதியின் சிறப்பு அதிகாரப்பிரயோகமூடாக பொது மன்னிப்பை வழங்கமுடிந்த ஜனாதிபதி அவர்கள் ஏன் தமிழ் அரசியல் கைதிகள் விடயத்தில் பாரமுகமாக இருக்கின்றார்?
இவற்றையெல்லாம் வினவுகின்ற நாங்கள் யார்? ‘மாணவர்கள்’ , இந்த நாட்டில் போர் ஓய்வு நிலைக்குவரும்போது சிறுவர்களாக இருந்தவர்கள், ஆனால் இன்று நல்லது கெட்டதைச் சீர்தூக்கிப்பார்க்கும் அறிவுப்பக்குவம் கொண்ட பல்கலைக்கழக மாணவர்கள். உண்மையிலேயே அமைதியாகவும் , நேர்த்தியாகவும் தன்குடிமக்களை நல்வழிப்படுத்துகின்ற நல்லாட்சி அதிகாரமொன்று நிலவுமெனில், நாங்கள் ஏன் எங்கள் இயல்புவாழ்க்கையைவிட்டு வீதியில் இறங்கி அறவழியில் எங்களை வருத்திப் போராடுகின்றோம்? எங்கள் தாய் தந்தையர், உறவுகள் ஏன் இன்னமும் கண்ணீருடன் வீதியில் நின்று போராடுகிறார்கள் ? இவ்வாறு சிந்திக்கும் தறுவாயில்தான்” நாங்கள் யார்” என்ற அடையாளத்தையும், எங்களுக்கு இழைக்கப்படுகின்ற அநீதியையும், எங்களுக்கான அடிப்படை உரிமைகளையும் சிந்திக்கவிழைகின்றோம்.
எல்லோரையும் போல எங்களுக்கான இறைமையும் மதிக்கப்படுகின்ற புறச்சூழலில் நாங்கள் இவ்வாறு அல்லல்படத்தேவையில்லை என உறுதியாக நம்புகின்றோம். ஒரு அமைதியான, உரிமைகளைச் சமத்துவமாக மதிக்கின்ற ஒரு நல்ல புறச்சூழலை எவ்வாறேனும் தோற்றுவிக்கும் நல்லெண்ணத்தில் நாங்கள் மானசீகமாக முன்வைக்கின்ற பின்வரும் கோரிக்கைகளை சிரத்தையுடன் கவனத்தில் கொள்வீர்கள் என்ற நம்பிக்கை தளர்ந்து போகாது, எங்களது துயரங்களையும் கடந்து இங்குவந்துள்ளோம்.
எங்களது தார்மீகமான கோரிக்கைகள்.
1) இலங்கையின் எல்லாச் சிறைகளிலுமுள்ள அரசியல் கைதிகளை எதுவித நிபந்தனைகளுமின்றி உடனடியாக விடுதலைசெய்து, அவர்களது இயல்புவாழ்க்கைக்கு வழிகோலவேண்டும்.
2) தமிழர்களைச் சிறுமைப்படுத்தி ஒடுக்குவதற்காகப் பயன்படுத்தப்படுகின்ற பயங்கரவாத்த் தடைச்சட்டம் நீக்கப்பட்டு பாரபட்சமில்லாத நீதிவிசாரணைகள் இடம்பெறவேண்டும்.
3) இலங்கை அரச படையினரால் காணாமலாக்கப்பட்டவர்களுக்கான பொறுப்புக்கூறல் சர்வதேசப் பொறிமுறைகளுக்கு அமைவாக, முறையாக இடம்பெறவேண்டும்.
இவற்றை தாமதமின்றி நடைமுறைப்படுத்துவதனூடாக தமிழர்களதும், ஏனையவர்களதும் இயல்பு வாழ்க்கைக்கு வழியமைக்கவேண்டும். இவற்றை நடைமுறைச்சாத்தியமில்லாத கோரிக்கைகளாக நாம் உங்களிடம் முன்வைக்கவில்லை. மாணவர்களாகிய நாம் அறிவுபூர்வமாக எல்லோரதும் நன்மைபற்றியே சிந்தித்துச் செயலாற்ற விழைகின்றோம். மாறாக, இவற்றை வெறும் வாக்குறுதிகளை வழங்கி நீங்கள் கடந்துபோக நினைத்தால் சிறுபான்மைத் தமிழர்களுக்கு இழைக்கப்படும் அநீதிக்கு எதிரான போராட்டங்கள் ஓய்ந்துபோகப்போவதில்லை. நாங்கள் சிந்திப்பதுபோலவே, எங்களைக் கடந்தும் எங்கள் அடையாளங்களையும், இறைமயையும் தேடி ஒரு இனமே எழுச்சிகொள்ளும்.

Memo to UN Secretary General by Jaffna University and Northeast Tamil Students about the release of Tamil Political Prisoners
Sri Lanka since its independence from Britain has consistently denied even the basic rights of Tamil minority resulting in tension between the Sinhalese majority and Tamil minority. Furthermore the Sinhalese majority have established Governments that consistently discriminated against Tamils and denied even the basic rights of Tamils.
One of the most glaring examples of this attitude of the Sri Lankan Government is the issue of Tamil political prisoners. The imprisoned Tamil political prisoners have no idea why they were imprisoned or were not informed of the reason for why they have been imprisoned. The imprisonment of these Tamil Political Prisoners contravenes any international standards.
Even though the Sri Lankan Government has announced that the war has come to an end about ten years ago, Tamils still don’t have any basic rights, resulting in enormous hardship, because of their identity.
Furthermore, the current Governments which gave numerous promises to Tamils to get their support to come to power have renegade on those promises. As a result of this, Tamil’s suspicion of Sri Lankan Government has deepened. Additionally Tamils lost any confidence in Sri Lankan Government to address their legitimate grievances.
Sri Lankan President went all the way to the United Nations General Assembly to speak and to take steps to protect Sri Lankan Security forces that have committed war crimes and crimes against humanity against Tamils. But the same President is completely ignoring the plight of the Tamil political prisoners.
Especially, if Sri Lankan President can pardon a Commander of the Sri Lankan Security forces, who have committed abuses against Tamils including international crimes, how can he ignore the plight of Tamil political prisoners?
We as students are raising these questions. We were children when the war came to a bloody end in May 2009, resulting in thousands of Tamils were killed and Tamil women were sexually assaulted and raped by the Sri Lankan Security forces. Today we have grown up and going to Universities and have the ability to identify and analyze right from wrong.
If there is a genuine government which governs the country without discrimination and are taking genuine steps and administrating the country in a democratic and non-discriminatory manner, then why should we the students, have to sacrifice our studies and normal life to fight peacefully but with great pain and suffering and facing difficulty and challenges? Why should Tamil students’ parents also have to undergo difficulties and fight for justice? It is during this time we started to think about the discrimination against us and what our rights are.
Like everyone else, if we also enjoy our basic rights and live without discrimination, then we strongly believe that there is no need to struggle or to suffer. To achieve a genuine non-discriminatory and non-bias life for Tamils, we submit the following requests for your kind consideration.
1) Release all the Tamil political prisoners who are imprisoned in several prisons in Sri Lanka, immediately and unconditionally.
2) Immediately revoke Prevention of Terrorist Act (PTA) and to hold any inquiries impartially.
3) Tamils who were disappeared by the Sri Lankan Security Forces should receive impartial investigation.
By addressing these issues and other issues of concern, Tamils will be able to return to their normal life. These are not unreasonable demands. As students we think rationally to seek the welfare of everyone. We are confident that your efforts will bear fruit. Thank you.
